I've installed the eclipse helios for web development in my ubuntu 10.04.

Then I installed CDT version 7 from the official web site.

The problem is that after installing CDT (which gave no errors) and after restarting eclipse, the C/C++ options won't appear in eclipse.

I can't create a c/C++ project, can't switch to the c/C++ perspective, nothing. What else do I need to do?

Did you download the packages and installed them yourself, or did you use the p2 software repository via the Update Manager ?
