Frustrated with eclipse plugin installation

I am having a decent internet connection at my home and can perform all the routine tasks with ease due to decent bandwidth that I seem to be having.
However, updating eclipse for plugins(even for smaller ones like svn or maven) has never been a success for me.
While the installation seems to go ok, but during the execution of fetching of the jar files, I frequently encounter 'Transport Exception' and the installation gets aborted. The logs state that the downloaded file size exceeds that of the repository.
I have also tried changing my ISP but it yielded no improvement.
Due to this, I've been forced to use other IDEs, but many times, the eclipse plugin(s) are necessary.
Also, the installation of offline plugins like Android work fine.
What should I do to install any plugin without affecting the working of eclipse?

You can always install them manually.

But I've never experienced the issues you're having, for any Eclipse version, since Eclipse existed, so can't really provide much insight.
