RichFaces has a tabbed panel control. I think Apache Tomahawk does. I'm less familiar with the other third-party JSF extension tagsets, but this is such a common function that I expect you'll find a lot of them.

There is a "closeable" panel component in the PrimeFaces library. Check it out.
