what networking technologies should i use

Hi everyone. I have an idea of creating an application to enable voting by students in a university using mobile phones. The university is a multi-campus model and i want to make an application whereby a student is able to vote using his or her phone from anywhere even remote from the university. I want to use java technologies basically but don't know what java networking technologies can be involved. Please help give an insight on what I am getting into. Thanks

"Mobile phone" is a large category of rather different devices (iOS, Android, Symbian, WebOS, BlackBerry, MeeGo, etc.) If you want to target them all then the best way is probably a mobile-friendly web site.
