It means you can have a runtime expression as the value, rather than a hard-coded one.

like: property="<%= bean.getSomeString() %>"

That means u can speicify Expressions at Runtime the property u can specify like
property=${name} or ${} or <%request.getParameter("name")
in short if u want this kind of expression set rte.. to true
