Problem with utf-8

I have a strange problem with my application.
one of our application program creates an xml through webservices.
Some time back we had weblogic upgradtion from version 7 to 10. Here the problem started and xml is not generating in required format.
The problem line is -- <?xml version=\"1.0\" encoding=\"
if we edit the generated xml to <?xml version=\"1.0\" encoding=\"
\" ?> then only we are able to open the xml file in IE browser....
guys i am not sure.... is this the right place to post the above. please suggest the right place.
