get an error servlet action is currently unavialable

I am running into errors with the following issue. need your help. I am using struts 1.1/tomcat 4.0/oracle 8.1.7. I'm executing my project first page that is : http://localhost:8080/cse/prdapp/home.do I get an error page saying " Servlet action is currently unavailable "

type Status report
message Servlet action is currently unavailable
description The requested service (Servlet action is currently unavailable) is not currently available.

I cannot track down why I get this error. I have all the classpath set in my local machine.(pointing to struts*.jar etc).

Please help me out and do rite me @ : [e-mail]

Look at your server logs, there were probably errors on startup, post a stack trace.
