'#' used as a reference

Hi,

Just after a quick clarification.

In the example

<Signature>
<Reference URI="#myRefObject">
</Reference>

<Object id="myRefObject">
<doc>
.....

Is the # simply being used to indicate its a reference? Im sure I read somewhere that you no longer need the # but I cant seem to find it now.
