To get your property file to work in Struts, you have to first associate it with the struts-config.xml.

Also, use Struts' <html:form> tag instead of HTML's <form> tag, and use Struts' tags for the textfields too. Why? This allows your text field values to be automatically mapped to the associated form bean (if you assigned one to this action).
