How to check two fields are equal or not using
validator frameworks ?

you'll need to write your own extension to the framework. it's not difficult if you are already using the validation framework. it will help you understand even more how the whole process works.
the struts user guide (on apache.org, look at the validator section) has the exact example for you to use (validateIdentical).
