Does anyone know how to extract the value out of <bean:message tag and put it into a variable in a scriplet? Or some other way of getting a value out of a properties file?

It sounds like you are trying to put business logic in your view. You should probably move whatever it is you are trying to do to an Action and it should be much simpler from there. Actions can easily retrieve the properties file.
