Resizing issues with a JPanel clipping some of the JRadioButtons

I have a program that is using JXMultiSplitPane in a JFrame, (left, middle, and right) on the right hand panel I have another multisplit (top,middle,bottom). I then have container JPanel that contains several small JPanels with JRadio buttons in them. This is the placed into a ScrollPanel and placed in the split (middle) on the right. When these are re sized using the divider the JPanels will re size just a little before the scroll bar pops and clip the last JRadioButton off. How can I stop these JPanels from resizing at all? I am setting the preferred, max, and min size with no luck.
