Steve, welcome to the forum.

I tried many times to open the command window by typing CMD in run box but it doesn’t appear.

Which operating system do you use? I'm guessing you are on Windows OS. Have you tried typing cmd (case-sensitive) in the run box?

I haven't used Windows 7 or Vista, so I don't know. But certainly this isn't relevant to the question the original poster had.

Steve, which version of Windows are you using?

Have you tried from the Start Menu going to All Programs, Accessories, and then selecting Command Prompt?

P.S. I would ignore Thakur, his advice makes no sense.
