Struts Application for Mutiple States

I have a Web App which uses Struts,Tiles,JSP,javscript.I have developed this for only one US state . Now i have a to extend this for other states with some minor state specific changes like diffrent screen mgs,some different screen .

CAn any one suggest me the best way to extend the application for other states . I dont want to put if conditions in my code for 20 states . I am looking for a solution which handles the changes declaratively . I am already making heavy use of properties files .
