How to install flex builder 3.0 in RAD 7.0

Hi,
How to install flex builder 3.0 on RAD 7.0
I have followed these steps but it is not working
after installing rad and flex builder i have edited eclipse.ini file in rad and do the following steps

STEP1:
Install Flex

STEP2:
In RAD installed location D:\Program Files\IBM\SDP70 open eclipse.ini configuration file and add this line
-Xbootclasspath/a:C:\Program Files\Adobe\Flex Builder 3 Plug-in\sdks\3.1.0\lib\xercesImpl.jar

STEP3:
Save the file

again i have opened the rad and check but there is no flex installed
can anyone say the another solution for installation of flex
