mapping.findforward not working

here is snippet of my struts.config

<form-bean name="PaymentForm" type="com.mcs.irp.presentation.form.PaymentForm">

<action path="/payment_action"
input="jsp/payment_form.jsp" >
<forward name="forward_payment_form" path="jsp/payment_form.jsp"/>
<forward name="forward_irp_home_form" path="jsp/irp_home.jsp"/>

here is the snippet of action class.
System.out.println("******before forward_payment_form");
forward = mapping.findForward("forward_payment_form");

snippet of jsp ...

This find forwad is not working.....

define not working in the context of your problem. there are just about a hundred variations of definition to that phrase.
