change location of ApplicationResources properties file

I would like to change the location of ApplicationResources.properties file to something other than WEB-INF/classes because Eclipse will delete the contents of this directory when it recompiles or rebuilds the project sometimes.

Anyone have any suggestions as to how to go about this?

Put it with your .java files.

That doesn't make sense.
I know where I would like to put it.
I would like to put it in WEB-INF/ OR WEB-INF/CONFIG
What I don't know how to do is tell struts to look for it there by default instead of the WEB-INF/classes directory.

It does make sense. Eclipse should copy properties files from your src directory (where Java classes are) over to the classes directory each time you rebuild.
