PL SQL is just stopping at a SAVEPOINT - what can cause this to happen?

Here is the code:



The first insert statement runs, but the second does not in some situations. These are the very first lines in a procedure. Sometimes the code does get past this point (no need to go into all the gritty details about what makes it work and not work just yet I think - that would become a very long post...)

I am just wondering what could cause the code to just stop at the SAVEPOINT like that? Any references out there I can read that go into this?
