That depends on what you mean by "make user privilage". If you want your application to work differently depending on which user is signed on to it, they you would use design and programming to do that. (The level of detail I am providing here matches the level of detail in your question; if you wanted something more useful, then ask something more specific.)

However if your question was meant to ask how to make your program do something which requires more privileges than the current user actually has, then you most likely can't do that in Java.

In any case a more specific question would be helpful to us and you.
