Not able to Register in any of the published store

after i fill the registeration form and submit for registration
The following exception occurs

the package com.ibm.commerce.ubf.commands.BusinessFlowUrlEventCmdImpl is in (WcToolkit\workspace\WC\) Enablement-RelationshipManagementLogic.jar , is this because of this jar
i am not able to register in any of the store
could you please let me know what steps can i take to avoid this
