Using form properties in an html:link tag

Is there any easy/desirable way to use a form property within an html:link tag?
Background: I'm storing a file on my server and want to link to it. Say its called test.pdf, I would like the final anchor tag to be something like
What I would like to do is something like
<html:link page="/files/pdf/" <insert location property here somehow> >PDF</html:link>
I tried the jsp accessor route but it didn't work.
<html:link page='<%= "/files/pdf/" + location %>'>PDF</html:link>
Any ideas (or am I being dense and can't read the taglibs provided on the Struts site
