ISO-8859-2 and Struts

Hello all ...

In my web-application I have to use the ISO-8859-2 encoding (latin 2). My MessageResource.properties file contains Latin-2 character but these don't display correctly when using <bean:message key="..."/>. I specified the encoding for my jsp like this

but instead of the normal ş and ţ characters it displays only question marks.

Can anyone give some pointers on this ? I'm running out of solutions

Thanks a lot...
