Cannot connect to Tomcat using IP

I have tried everything it would seem.. I have forwarded ports, opened the firewall , allowed the program in the firewall, disabled the firewall (all of this on the server machine)... Yet still I cannot connect the tomcat hosted page using the ip address of the server machine. Even when I specify ipaddress:8080. Does anyone know what the issue here could be. This is quite frustrating.
edit: everything is fine when using localhost though.

Solved it. To all future experiencers of this problem, make sure you've configured your ip address to be static. I took it for granted it would be, but my router had other plans.
