Does OWASP EVALUATE security frameworks and provide recommendations ?

No, but it does gives various recommendations on security issues which are apparently implemented in different frameworks.

However, one can stay abreast of common vulnerabilities and issues as announced by OWASP. As mentioned in this page : http://www.owasp.org/index.php/Top_10_2010-A6-Security_Misconfiguration , merely using a security framework may not be secure enough over time.
