localization doubt

I am trying to localize my struts web application in hindi and tamil. I have
some doubts doing the same.

Once I set my language as Tamil in Firefox, it remains Tamil until I restart my computer. Even after setting the language as en_US, it remains ta (code for Tamil). I am checking the current locale in the Action class using the
getLocale() method.

How do I set the language as Hindi. I could not find it in the option list in Firefox. Do I have to install some language pack?
