Is it allowed here to discuss puzzles from another parties like TopCoder or Google competitions?

It's been done before, I believe. But it would be a good idea to follow the Ranch standards... quote your sources (where did the problem come from), and NotACodeMill and that sort of thing.

I know some of the Project Euler puzzles have been posted here before, and discussed.
