I am using servlet and JSP (NO struts , ejb etc.). And I am using Tomcat 5.0. Can I place class files in the folder other than WEB-INF/classes

You also have the option of putting classes into a jar file and then placing the jar file in WEB-INF/lib.

In addition to this, almost all Application servers have a place to put jar files that are shared between all applications running on a particular server instance. With Tomcat, it's in the directory shared/lib under your server instance. For more information, see the Tomcat documentation or post his question on the Tomcat forum.
