An LDAP server is not an application server. Lightweight Directory Access Protocol is a way of accessing a directory over a network, the directory (or LDAP Server) can be something like Microsoft Active Directory which maintains an organized structure of user and group account information. You would normally use such a directory to provide the data for authentication and authorization. There are third party APIs to connect to specific LDAP servers, but the normal way is via JNDI.
