I have searched A LOT to get a reference but I did not get any thing, I mean how to start and what actually the required components. Could you please tell me where can I get a reference sample code to do video chat program in Android.

That may be because nobody has done it yet. Not only would you need a front-facing camera, it would most likely only be practical over Wifi, not 3G (just like Apple's FaceTime). But there may be desktop video chat applications out there on which you can model it.
