Hi! Just want to give some few advise when looking for developers offshore. You could actually try to look for developers in various outsourcing sites like oDesk, Elance, Scriptlance, Freelancer, etc. and check their profiles where you can see their number of jobs completed, ratings and feedback from previous contractors they've worked with and also their portfolios. These are actually very important in the process of hiring because they summarize everything of the developer, of course you always want to hire the right ones who are reliable and can be trusted. Not those who will just leave you without notice even if the job is not yet done.

You can also post your jobs at such sites and wait for people to bid for the project/job. In order for people to know and understand your project/job that is posted, make sure you include all the details, instructions for applying and requirements. This also helps interested providers to bid a reasonable price. You can either pay by project or by hour.
