Tomcat manager is not opened

After installing tomcat i started the server and gave following URL:
http://localhost:8000/
then tomcat home page is opened.after that i clicked on Tomcat Manager.Then it ask for username and password.but i didn't set any username and password.after click the OK button three times it is giving following error.
HTTP Status 401 -

Apache Tomcat/5.5.31..... TOMCAT MANAGER IS NOT OPENED?
Why this is happened.how to solve this?
