Chat Client on other network localization IP address likely issue

I tried my chat server and client on my network. I tried using my computer with success. I tried using another computer on my network as a client, and running a separate server and client on my computer. The result was also a success. I have been using this:

Since this is my local IP address, this would not work for someone on another network. I tried using my IP address:

This last on failed. How do I get this to work for people on networks other than mine?
I have not tested this on people with another network, but I have a strong feeling that the 192.168.1.2 would fail on it.
