There is a certain age limit when your body stops growing vertically and there is no age limit for growing horizontally and I guess 28 is too late for a vertical growth!
I have applied for an airlines cadet pilot programme and I am expecting an interview call in the next 2- 3 months.The minimum height requirement is 1.65 meter and my height is 1.648 meters..If they are Ok with rounding off the digits then I will qualify ..I was just thinking about ways to tackle this..

Did you know that early in the morning, when you've been lying horizontally in your bed the whole night, you are longer than in the evening, after you've been walking around all day? That's because gravity compresses your spine.
So, make sure you do the test in the morning right after getting up. Make sure you don't stand upright. Let someone bring you to the test center, but make sure you keep lying down horizontally in the back seat of the car. Then let two people carry you to the front door while you are lying horizontally on a stretcher.
But don't make the people of the test center see you lying on that stretcher, or they might reject you for other reasons.
Deepaks's solution is also good, but maybe they make you take off your shoes before measuring. Make sure you grow a tick layer of callus on the soles of your feet by walking barefoot everywhere the next three months.
One's apparent height can be increased by improving one's posture. Several suggestions can be found by running the search "how to increase your height" on Google (such as exercise videos on YouTube). Most forums prohibit users from posting medical advice, so you should consult your medical care provider for any instructions that may affect your health.
Maintaining a healthy diet that is rich in calcium and swimming at least five to ten thousand meters a week in an Olympic sized pool is my best advice. I don't know if you have adequate swimming skills or have the time and money to enroll in swimming lessons and use a facility that has a decent pool. Many health clubs have small pools that are not good for lap swimming because local regulations require a full sized pool to be staffed by a life guard (which is an expense the management of these health clubs do not want to incur).
The water quality of some pools may be poor which can lead to ear infections (common) to other types of infections (less common). Swimming can also have a severely negative effect on your body's skin. Any lap pool which is connected to a wading pool (with shared water) that is used by children should not be used used for obvious reasons.

There is a method in which they saw off your bones. Then, the separated bones are held in place with a frame. Your movements will be restricted for a few months. As far as i can remember, you can gain 1-2 inches this way.
Alternatively, you can spike your hair that day with gel...1 extra inch without pain...

3-4 mm is easy enough. You need to improve your posture. Generally people are little bit bent from waist to neck. so if you straighten it you can easily get 3-4 mm. Few suggestions,
- Seat straight on chair
- do stretching excercise , google for this.
- swimming
- jump rope
Do above things and I am sure you would get through this. Good Luck.
- Jesper did make a valid point. Your height (morning) is higher than your night height. Ofcourse it is gravity.
