Developer Plugin

Does anyone know if I can install the Google Web Toolkit Developer Plugin on IE 8 without having admin rights? Is there a non admin install of the plugin available?

If I understand it correctly (I am not a Windoze user), the restriction, if any, is placed by the OS. I doubt very much if the actual plugin is aware or even cares for such restrictions. Considering this, I very much doubt if there is a "non admin install of the plugin available? "
Maybe the best way is to try installing it?

is there any msi file download available for plugin, exe file needs install by downloading from internet, my machine is working offline so how can i do..?

I am not sure I understand your question. How do you expect to download anything without connecting to the net?
