my friend , he is working with a company which has no system to store their information but using direct access to ms Access database.
they applied some rule in Access to validate input phone number validations, etc... my is trying to develop a web application to connect to database in order to eliminate the errors and apply the validation rules. However, the boss said, why do they need to spend so much money to develop a web application instead of using the database directly?

It's just as you said... if you use the database directly, you can put any old garbage in it. And that's what happened. And that's a problem... or is it?
If it's not a problem, then yeah, nobody has to change anything. But if it is a problem, then somebody has to change something. And that does cost money. Unless the boss brings in his 14-year-old nephew to do the work. (Under no circumstances should you even hint to the boss that this approach is a possibility!)

the biggest problem is that the employee has no idea what is database, they just used it like word document to store information. my friend is trying ton convince the boss to do the web application, so that it is easy to use and eliminate direct access
