Problem using commons chain with struts

Hi,
I'm working in Struts 1.2.8 and am trying to use Commons chain framework. I've written a chain-config file and kept it under WEB-INF. In my web.xml, I've configured a ChainListener to parse the File and to register it with the application Catalog. In my login action, I'm trying to retrieve the catalog but it's returning null. Please help-I'm stuck at it for almost 4 days now-and nobody is helping
