is there any development tool plug in for the eclipse which is support for the structs with Xdoclet

I have never heard of combining Struts and XDoclet. There are various Struts plugins for Eclipse, but I do not use Eclipse.

XDoclet has built-in support for struts. If you're using Eclipse, MyEclipse provides a plugin for Xdoclet support. I believe NetBeans version 5 also has some support for Xdoclet.

This link provides some good information on how to integrate Xdoclet with Struts.
