How to un jnlp app offline?

I have developed a jnlp client application and put it on server. Application works fine when webserver is start but when i shutdown server it shows connection refused error.
I want to run application when server is shutdown.
my jnlp is:

I’ve looked at a lot of different solutions, and in my humble opinion Aspose is the way to go. Here’s the link:
