hi
why ApplicationResources_language_country.properties should be placed in
classes directory because it is not a .class file.

Is this is correct that client/webbrowser cannot access these private files directly.

The I18N properties files are not classes, but they are made available by the class loader, which looks for resources in the classpath.

You're correct that everything inside of the WEB-INF folder can not be accessed by a client. That's defined in the servlet specification.
