I played around with it a little, and wasn't able to get it to work with <html:buttton>. It seems to show the <u> and </u> as literals rather than creating an underline. Using the <html:button> tag as opposed to the <BUTTON> tag doesn't really buy you anything, though. If you want an ActionForm property to be populated when the button is pressed, just make sure the name attribute of the button matches one of your ActionForm properties.
