Change current project to bilingual application

Hi,

I have a struts (1.2) project which is English, now I need to have a French version, I do not have clue how to do that, could anyone help to list the steps that I need to do?

The project mainly use web service to get data and display/modify the data, the data from Web service could be French, so I do not need to worry about that part, I only need to concern about all GUI displays, like all the javascript alert and message, all the words/lable/button displayed on web page, I need to change them to French.

One question I am thinking is that if I should use one project to handle both language, or it will be easier I just clone the project and change it to French. If I use one project to handle both, I have not thought of a way to do it. Since this project is only used for a few months, maybe have another twin French project will be better solution?
