Why is web & app server not shown as clustered in chapter-nine of H.Sheil?

In chapter-nine of H.Sheil, I am not sure why web & app server not shown as clustered. The requirements for this sample assignment include 99.99% availability as a criteria. Doesn't clustering automatically support fail-over and increase availability too? Also, the DB server is shown as clustered. So, all the more reason to show the web&app servers as clustered...
