Best GUI tool for Android .

What does the cloud have to do with it?

Anyway, I use DroidDraw, but the Android Eclipse plugin also comes with a half way decent GUI tool.

BTW, i wanted software to be downloaded from Cloud (Internet). :-)

Just update your eclipse ADT plugin to the latest one. If you saw the Google IO 2011, it featured loads of improvements. For example when you create your own custom reusable layouts, the ADT plugin scans and identifies it and lets you add them to any other project, by simply drag and drop! Even it has a feature that lets you simulate how your layout will look with actual data, so you don't need to run and check. You can do this at design time itself. The changes reflect immediately.

Latest Eclipse Android plug-in has wonderful GUI tool which is better than Droid draw as it is integrated with the IDE and makes you easy change the ID values and all inside the IDE without opening the xml file.
 
It is sorta covered in the JavaRanch Style Guide.
