How differences there are between these libraries ? i think that both are something. it's possible?

If I recall correctly, the struts team encourages the use of JSTL tags. Consequently, the struts tags lack functionality since the struts guys see no need to redo what JSTL tags already do.

I'd lean towards looking at JSTL first when searching for a useful tag.
