Why not? You did edited it once. The fact that you didn't change anything doesn't really matter. If you want to avoid it just don't save it if you didn't make any changes.

because everyone who works here is a volunteer, and their time is extremely limited. Working on this, which would provide no real benefit, would take time away from other enhancements that WOULD provide some real benefits.

I'm not saying it will never happen, especially since I don't develop this site, but I would hazard a guess it would be extremely low on the priority list.
