JSPF file can not be included in JSP file and gives error

I am using following code in Eclipse IDEI have included navigation.jspf as shown in red code. But I am getting following error "Multiple annotations found at this line:
- Fragment "/navigation.jspf" was not found at expected path /JSPFTest/WebContent/navigation.jspf
- Fragment "/navigation.jspf" was not found at expected path /JSPFTest/WebContent/navigation.jspf"

While navigation.jsf is located in " C:\Users\jignesh\Desktop\eclipse output\JSPFTest\WebContent\" path.

I get following error when I use absolute path

"Multiple annotations found at this line:
- Fragment "C:\Users\jignesh\Desktop\eclipse output\JSPFTest\WebContent/navigation.jspf" was not found at expected path /JSPFTest/WebContent/Users/jignesh/Desktop/eclipse output/JSPFTest/WebContent/navigation.jspf
- Fragment "C:\Users\jignesh\Desktop\eclipse output\JSPFTest\WebContent/navigation.jspf" was not found at expected path /JSPFTest/WebContent/Users/jignesh/Desktop/eclipse output/JSPFTest/WebContent/navigation.jspf"

PLease let me know, whats wrong with this code ? WHy is itr giving this error when I am using absolute path ?
