How to create a Generic Error Page

i need to have a generic error page which will be common for all types of error.
Internal Server Error - Handled through web.xml
File Not Found - handled through web.xml
ApplicationSpecificException - handled through struts-config.xml

Now the error message is going to vary for each and every type.

Is it possible to have a common error page where based on input parameter the error message that displays to user get varies.

Is there any option to pass parameter to error page from web.xml (for 404 and 500) and struts-config.xml(application specific error.)

Any pointers would really help.
It is sorta covered in the JavaRanch Style Guide.
