I would like to know if wizlab for OCPJWD or SCWCD can be used only on one PC or can it be shared for few people?

I think they are no longer using their windows application anymore.

The very first paragraph in the Whizlabs EULA states:

GRANT OF SINGLE-USER LICENSE. YOU ARE THE ONLY PERSON ENTITLED TO USE THIS SOFTWARE. Unauthorized copying of the Software, or failure to comply with this Agreement will result in automatic termination of this license, and will entitle Whizlabs to pursue other legal remedies.
