Response Header value in non US-ASCII character set

I am trying to set some Arabic characters as a value of a response header, but when the JSP generates the response, the response header generated by it has a garbled value instead of Arabic characters. I have tried the following code but it still generates garbled value:



Is it possible at all to set the header values in non US-ASCII character set?
 
It is sorta covered in the JavaRanch Style Guide.
