so can a web service i created in
netbeans be used by a client or software developed in visual basic and how???

The whole idea of web services is to work the same no matter which language is used on either end.
Naturally this requires some thought in advance, and adherence to standards such as SOAP, XML, JSON, HTTP, etc.
I’ve looked at a lot of different solutions, and in my humble opinion Aspose is the way to go. Here’s the link:
